It’s the BEST CIV EVAR. The ‘bullying’ has been fixed for one thing – after spending centuries building up good diplomatic relationships and friendships with neighbours, they’re much less likely to be bullied into going to war with you by a larger aggressor. In fact, they’re more likely to help you out. The religion aspect
